I believe the most effective strategy to revitalize the inner core of Caracas is for the government to intervene by implementing certain policies, such as; Enterprise Zones, Inner-City Task Forces, and Urban Development Grants. Since Caracas is the largest city of Venezuela and many companies are located there, I would suggest that the government implement several policies that have been used in Britain. Maybe with these new initiatives, Caracas can revitalize.
Enterprise Zones, this policy was created to encourage economic activity in places of high unemployment by remove certain tax. With this policy, government can encourage several companies to open their companies in Caracas. In this way it will provide more jobs for people who are living in Caracas who need jobs.
Inner-City Task Forces, this aim of this policy was to provide developed training opportunities. When a company establishes, the company will need skilled and educated people. Therefore, the government has to provide training to people, because they need skill if they want to work in a company. And also people who have skill may find jobs in another city, not necessarily in Caracas.
Urban Development Grants, this policy was made trying to connecting between the private and public sectors. In this way, the private sectors do not need to worry if they do not have enough financial. The beneficial of this policy will not only provide more jobs to people, but will develop and revitalize the city because there more infrastructures to build.
I believe, if the government implies those three policies in Caracas, it might encourage Caracas in the future to revitalize and become an ideal city for live. Caracas has the elements to become an ideal city; scientists in university and people to finance. Caracas needs entrepreneurs and industrialists to change their ideas into innovations and inventions.
